Bullbars are intended to protect your bumbers, right?

The other day, I saw bullbars along the streets of Pasig.  I didn't know bullbars can be used to protect the "islands" or the barriers?  --

Kidding aside, any other barrier can serve the purpose.  Esthetics + function should have been considered.
